Advice when talking to either lead or department manager

I work curbside and have noticed other curbies checking how many units an order has (if its a lot they wont pick it up). I started noticing it when another curbie told me that people do it, which was about 6 months ago. I tried to ignore because its not my really business. Now, I get afraid when I go back in and people are pretending to be busy and not pick up an order. 90% of the time its a big one but I grab it anyways. Let me stop my ranting now. I want to bring this up to either a lead or manager. I need advice on how to frame it without sounding mad or calling people lazy. I would use chatgpt but we know how bad AI is, so here I am. Thank you for any advice;)
