Low-Poly for only certain parts of a model

So I've got an STL that I exported from Solidworks. It's basically a grip with some holes on the bottom. What I'd like to do now is basically create a low-poly version of the upper part (the grip) so that the base will of course not be round anymore. It should however stay perfectly flat and especially the holes should stay the way they are (meaning: round)

I tried to create a vertex group with only the holes in it and use the inverse decimate modifier which kinda works for the grip itself, the holes get low-polified as well tho. Also the base looses it's contact to the upper part of the grip in some places.

Anyone got any idea on how to do this? Seems like I'm better in Solidworks than in Blender.
