Got me a good amount gems to spend

Hey tried googling and can't seem to find a definitive answer for this. Do I want to just rank up one of each artifact to the max lvl ASAP or is it better to start with to get multiple of the same artifact to spread out across more people for GDA ops etc.

For example -

I have 1x Body Enhancement at lvl 2 currently and 40x Body Enhancement shards which I can use to upgrade or save another 10 and make another.
