So uh, I have been playing Pax Romana since the free weekend...but I still have no idea what I am doing in regards to city layout, specifically when it comes to fire safety and health coverage. I have been building cities in blocks with most everything around the edges, but it tends to fall apart by the time I can build aquaducts.

Any tips?
