Why are the HRs so rude when we renegotiate the offer?

I had received an offer in March with old tax rules, and asked to renew it with new tax rule as I had other better offers, the HR rudely replied and said this offer can't be changed, do they interview a lot of backups or they are just hiring "a bench"?

I am thinking to join caterpillar Bengaluru next month in CAT digital data science, is it safe to join right now, considering 5 years outlook?
