I’m currently in Moalboal and need to get to Panglao tomorrow. What’s the best way to get me there (i do not want to spend on private transfers)?

The routes that people have suggested are:

1. Moalboal - Cebu City by bus - ferry to Tagbilaran - bus/taxi to Panglao

2. Moalboal - Santander by bus - ferry to Dumagete - ferry to Tagbilaran - bus/taxi to Panglao

3. Moalboal - Lilo An by bus - ferry to Tagbilaran - bus/taxi to Panglao

4. Moalboal - Oslob by bus - ferry to Tagbilaran - bus/taxi to Panglao

Which route is the best and is the most efficient to get me to Panglao? Thanks in advance!
