How bad is this rust and how should I address it?

I purchase my s15 a few months ago and besides this singular spot on the passenger quarter on the rear windshield which took me ages to even notice it is almost entirely rust free. Seeing as there is slight bubbling how screwed am if I leave it be or should look to fix it now. There is also a small spec on bubbling near it aswell not sure if they are related. Which you can see in the last two images

What are some solid solutions on repair? Would having a body guy pop out the window and grind down that spot and use some touch up paint be a solid option?

Any advice is greatly appreciated!
