I think Donquixote Doflamingo may be the best villain considering all these shonen anime villains. He had compelling reasons for becoming a villain. A king brought down to nothing, the people’s fury toward his family, and his growing anger toward both the common people and his father. His story is portrayed in a way that reflects human emotions that can be relatable to a certain degree, rather than the typical villains who just want world domination, no pun intended.
Apart from him I feel Meruem from HxH is a great villain, and I can't even catergeroize him as a villain, such a great character.
