I’m at 100% but I have several secondary issues that could be tied to existing issues. I have Nexis letters and DBQs for them. In fact, one is very debilitating. Should I file these or just let it go?

I was recently rated 100% but not T&P. All of my ratings are “static”. 70%, 50%, 30%, 20%, 20%, and several 10s. What do I need to do to get T&P? Any advice appreciated.
