Brutality

Brutal, in essence, means cruel, violent, or savage behavior that shows no feeling for others. It involves extreme, unnecessary harshness.
You do things uncaring about others in general.
Since humans started developing a more complex society till the modern state we are in now as countries are cooperating in some areas, but that for sake of only "pragmatism. It's not like they care about other parties. When some external event touches one's interest down to survival, the same law-obeying civilized human can turn into the same human a few thousands of years ago.
You can see it in small children playing with each other, you can see that a manager feels like being threatened and a rising employee, a mother protecting children, a male trying to force females obeying, males compete over a female, even by saying only like a female rejecting males.
Even some south american countries drug gans have human ancestors of brutality level
When a human runs out of his solutions or can't transmit his message to the other side, they often lose the rational part and it's likely prone "depending on maturity" to lead to such brutality.
This is not a thing we take out, it's how we survived, and as long as it's there, humans will always be the same.
