This happened after the clicked on dowload and update for the latest version (3.8.3), a cmd widnow appeared with the name of the forlder where i have seanime, and a underscore keep blinking, i thought this was weird and this window made question if it was normal/safe, I closed it deleted the version that i had which was the 3.7.0, and manually dowloaded the 3.8.3 and this is when the error of Error: too many request appeared whatever that i tried to use the online streaming feature.
