TLDR: When is it ok for the guy to lead out?

We've been to a couple clubs and generally had a good time. We're both exhibitionists and currently SRNS. We were told early on that the women start the conversations and make the first moves (otherwise you're a Creep) and we have stuck to that but her social anxiety makes it hard for her to approach people. We have thought about talking to people outside of the club scene but, again, not sure if she should just plan on being the one to always initiate or if that was just a general suggestion.
