In regards to unlocking clone troopers later in the story
Potential spoilers, but what do I know.

Edit: something I wanted to touch on is that not adding clones immediately is a deliberate choice. It's the middle to end of the clone wars, and obviously the playerbase wants them. There's no glaring reason why they shouldn't be available immediately.
As far as I can tell there's two reasons to not have clones available immediately.
- This one is weaker IMO but I am biased.
The devs want the players to experience the game without clones.
Given the majority of the squad we've seen is not clones, the devs definitely don't intend on people playing the game with a full squad of clones for the most immersive narrative experience.
Its possible they introduced this roadblock in order to encourage players to not play as clones, in this case they can write in whatever explanation makes sense to justify their inclusion at a later date.
- What I am leaning towards.
Narrative reason
Like I've stated, it's a deliberate choice to omit clones for any amount of the story. This means it's likely in service of the greater story. >!Order 66 provides a great catalyst for this change, and alligns with Zero Company's roster of ragtag veterans, being clones at the end of the war who are now marked as deserters.!<
Final thoughts:
If the devs are going to add normal shinies to our recruitment pool or roster, there is little to no reason to put it behind what is implied to be a narrative event. (This could be a purely progression based event, as "story" is rather vague.)
Its all speculation though and we have very little context at this time.
