How is this players attack so high?

I am curious how this player is outperforming me by so much. His Tataris are not much ahead of mine, and yet his attack is over double mine. He has an E attack here so clearly its not food. What am I missing?

Where to put DM now?

Should I aim to get more 6 star managers? More slots? My first 7 star manager? Or more modules?

Not sure what is most efficient.

I have

x6 - 6 star managers

x34 -5 star managers

All are Mining primary with most being craft,smelt or mining secondary

Suggestions?

Edit: All my modules are S legendary. Trifact drill, beam highway, incubation suite and belt sonar
