I'm convinced his bounty is a cover up, similar to calling the Nika Fruit the gum-gum fruit. Theyre trying to play down his fruits vital importance to the world, especially if the other theories that choppers fruit oddly resembles the cure all mushroom proves true that Chopper once awakened can revert a persons body to a healthy state or remove all ailments. I have a theory the bounty is from Imu making sure Chopper is disregarded and less ambitious so he doesnt achieve awakening.
