At some point my city with a decent population just started doing this clipping thing, sometimes it doesn't do it if I open the game, sometimes it does

Alright brains trust, help me out here.

I tried connecting an underground metro line from roughly the point on the right to roughly the point on the left via a straight line with a pretty sharp but curved turn which has succeeded in all my other precincts in this city. I figured I'd use a monorail to avoid the metro, built the infrastructure and it all worked out fine (including connecting the stations together) and yet the Monorail train doesn't move. I even reduced funding to the monorail to only allow one to be on the line, and still no progress. Any advice?
