Can the GTX 1650 Super be used in the Dell Inspiron 3668 with the default power supply that the 3668 comes with?

Can someone please give me an explanation of what might be going on with my PC? When I try to turn on my PC, I can hear the CPU fan start up and the hard drive light blinks once or twice. But no screen output comes out, so I have to force my PC to shut down. Then I attempt to turn it on again and it will do the same thing, so I force it off again, then attempt to start the PC up again, Then the PC FINALLY starts booting and works with no problem once it's on. This only happens if the PC has been shut down for a long period of time (e.g. a few hours or longer) and if I shut down the PC and attempt to turn it back on right after I shut it down, it will fire right up with no problem. My PC is a Dell Inspiron 3668 with an Intel Core i5-7400, 8gb dual-channel DDR4 RAM, and a 500gb HDD.
