Tow hook location is off

Tried installing a tow hood on my car but the mounting point is off and it makes contact with the bumper, anyone know how to fix this or what could be causing it? I checked the crash beam and it all looks good so kinda stumped

This might be a dumb question but I recently installed a Greddy oil cooler, is the dipstick still accurate when reading oil levels after installing an oil cooler?
