Upgrading a previous build ($1000 -1500 USD Budget)

Hey guys,

I built my first computer with your help in 2015, I had upgrades in 2019 and 2023 and I
want to update my build again. My intention is to be able to play AAA games for
the next 3-4 years without feeling any bottleneck. I now mainly play simulation
heavy games (like heavy modded Rimworld/X4: Foundations/Stellaris, Dwarf Fortress
etc and I’m experiencing lag in middle/late game)

A little bit of intro before start asking you to help me.
I’m from Brazil and over here building a gaming pc is very expensive (like, for a good pc you looking for 5 to 10 times our minimum monthly wage), our import taxes are just crazy so ordering via ebay or Amazon would be just as expensive.

Tldr: Help me improve my 3 year build to last 3 or 4 more years
