Weird electrical fault

Wondering if anyone has come across a similar issue as its a bit bewildering to me. I installed a new board around 3 years ago, all tested fine. Recently one section of the circuit lost power but didn't trip. There now seems to be a join between both ring socket circuits although continuity and insulation resistance tests okay between them(about 18 m ohms) if both rcbos are switched on they both trip off suggssting a link between the circuits. Testing with one rcbo on it seems i have 230v n-e on the other rcbo

Question on static caravan consumer unit

Apologies if this is a really stupid question but ive been asked to upgrade a consumer unit in a static caravan. The caravan came with a board with 32a circuit breakers for the cooker and sockets but is connected to a 16a supply on the site.

What im trying to work out is can I just change the existing mcbs to rcbos of the same rating or do I need to account for the current 16a supply with the cooker then being on a 16a rcbo even thought the caravan could be moved to a site with a larger supply available at any point?
