Subaru Forrester 9000 Miles - Totalled Out

My elderly aunt recently passed away and her car was totalled out by the insurance company (NJM) because mice had chewed through some of the electrical wires. They claimed the cost to repair/replace the wires was 18k. I'm no mechanic, but my spidey senses call bullshit. But I leave it to the pros to tell me if I'm just being reactionary. I'm having a hard time believing it would cost that much to fix the car. It's also one hell of a coincidence that the estimated cost of repairs is comparable to the current book value of the car.
