Liwasang Bonifacio is a government-designated Freedom Park. As such, the Iglesia ni Cristo (INC) does not need to secure a permit to assemble peacefully in the area.

All this time I thought they had renovated and improved all the underpasses near Manila City Hall. Turns out it was just the one right in front of City Hall? And they were all over social media posting about it? Meanwhile, the one I just passed through smelled absolutely horrible.
