Negotiating salary

Sutter has raised wages and they are now actually competitive, however they still want to make low offers even though their clause claims that they determine your pay based on experience and equity with the company. I have found this to be untrue. The will not budge on the low offers even though. Anyone have any luck on negotiating pay when taking on a new role?
