Preparing formula out of the house. Please help a confused new mum!

How do you safely transport / prepare formula on days out? I'd like to start leaving the house for a few hours but I'm really confused.

I'm seeing conflicting advice. On one hand, I've read that formula should be added to water that's at least 70° to kill any bacteria in the formula (i.e. don't add it to cooled water).

On the other hand, I'm reading to fill bottles with preboiled water and then add the formula just before feeding. Does this mean add it to cold, preboiled water? How long after the water was boiled is this ok? Do I need to store it in a cooler?

I'm really confused! How is everyone handling going out for the day?

Note: Luckily my baby doesn't care about the temperature of his bottle so I'm not worried about heating them while out. He drinks them at room temp or even straight from the fridge.
