Issue with the action bar

Maybe I am just stupid, but I have a big problem with the action bar in this game.

Interstellar Corridor 290. Boss has no action advance mechanics of any kind (or I'm completely blind and can't read), only speed buff on ultimate and speed buff on passive. And, as you can see on the first screenshot, the boss, according to the action bar, should act after Charlotte. Then, W Carmen hit the boss and on Tyria's turn (second screenshot) the boss suddenly moved infront of Charlotte. Remind you - boss has no "advance on being hit" mechanics. And I figured that the bar simply doesn't count any speed buffs or debuffs - only values "before battle". But whats the point of it even exist then???

Action bar should let you plan you actions in battle but you can't plan shit with this one. It is not the situation from these screenshots, but how many times did I fumble the rotation just because boss was on one toughness and action bar showed me that my whole team will act before him and I thought "well, let's hit adds with the first three and break with the last one to get full rotation of damage on broken boss". And what do you think? Exactly - after first or second character boss "suddenly" desided to take action, just because action bar doesn't give a shit about buffs or debuffs apllied after the battle starts.

Sure, these persentages are great when you need to calculate the worth of action advance (like with W Ashera) or action delay (like with Ceres) which are persantage based but that is all the usefullness of it.

And on the side note - that speed buff from passive that I mentioned in the beginning, and by an extent all other staclable passive buffs and stacks - are they realy not showed anywhere or I just missed some checkbox in the settings? Because there are realy too many such hidden mechanics that is crutial to keep in mind (like that boss that counters on being hit 9 times), but they are just invisible. As far as I remember devs announced some QoL changes in the near future - are some of mentioned here amongst them by any chance?
