EDIT : SOLVED IT. Wound up using "setstage CW02B 30" and it worked
Hey, I'm not the one playing it's my girlfriend, she's been really liking the game and is decently far but now one of the quests is bugged and I'm not sure how to help and it might cause her to stop playing the game entirely. She's started the jagged crown quest pretty late into the game and before even talking to galmar it says he's in korvanjund and the rubble pile is still there. Talking to ulfric just tells her she should be in korvanjund with galmar but she can't go into korvanjund. She doesn't want to disable achievements by using a console command to fix it so would anyone know of another way to possibly fix this? She doesn't have a very good save to load back to either for the quest so that's not an option.
She is playing the special edition on PC
