E30 M52 gas pedal sticking only when the car is on

I'm having a issue with my swap M52B28 E30. The car is 99% done at this point but I've ran into an issue when I went for my first drive and that is the gas pedal being a bit sticky when I want to accelerate. At first I though that the E34 cable would be stuck or bent somewhere but this does not seem to be the case and the problem only occurs when the car is turned on. If the car is off I can push the pedal in no problem and everything feels smooth.

I tried looking it up online and the only thing I really found was a post where the guy had the same issue but also a rough idle and it turned out to be the ICV. My car idles very steady, but it does idle a little low around 500rpm. It doesn't cut off though or has any other inconsistency issues so I don't know if that would really do much in my case.

For context what I mean with sticky it is NOT that the throttle is heavier but that it physically gets stuck around 2k rpm and that I had to really push harder to accelerate beyond that point. It makes driving it feel pretty sketchy. I don't know if the pedal sticks again at a higher rpm since I've not gotten it over 3.5k rpm since it has a rebuild head and wanted to take it slow since I had a 30 min first drive back from the exhaust builder lol.

If anyone knows what this could be or something that I could try than please let me know.
