HOW TO ASK AN MLA FOR RECOMMENDATION IN A COLLEGE LIKE RAJAGIRI OR ANY TIER 1 COLLEGES

I have 70% marks in +2 and want to get into a good tier 1 or 2 colleges to study CMA US. But i think that students with 80%+ will only get admission in such colleges. So how should i ask an Mla for reccomendation? Should i ask the MLA of my district? Am From Kerala Palakkad district
