CHP Notification

Haven’t been able to find much on this but I see many people get digital notifications when their CHP is approved well before it arrives in the mail.

Was there a way I was supposed to opt in for some sort of notification or do they just send it out? I didn’t see anything on the application.

Required LOC step downs

For context, the only thing at the top is “ADF required” for BOTH of these ILS/LOC approaches. How are both of these points identified in say a steam gauge aircraft if there’s altitude restrictions associated with both - considering there is no asterisk that says “LOC only”.

Edit: For context I’m asking IF doing the LOCALIZER approaches. What if glideslope is inop?
