Is there a maximum number of recommendation letters allowed from independent experts?

I'm working on a petition with a proposed endeavor in semiconductor materials. If your approved case (CAS) is in a related field and you're open to sharing your recommendation letters as reference examples, I'd really appreciate it. I'm trying to understand how attorneys and petitioners are framing these letters in terms of structure, tone, and the specific language used to establish the expert's independence and credibility.

I am working with my lawyer (chen) to prepare response for 3 prong RFE. My lawyer sent me 9 pages of what we need to submit. I think some of the things they suggest won't be possible to get (such as letter of intent for future employer). Also, they are very slow on responding my messages on their portal. I am wondering how other people worked with chen, how were their experiences. I would be happy to get some views from people who had 3 prong RFE and get it appoved with chen.
