I know how much you all hate this question but please understand that I’m worried…

Please tell me that this looks normal and it’s just new growth… It’s nothing I should be worried about correct? Also, what can I do to help the rose bush in the last last picture? The entire rosebush is pretty much dried and all nasty should I try to scrape some of that off or should I just trim it or is there something that I can put on it?
