How come same job have different salary in OPP as compared to SOLGEN. I know the unions are difference but that big of salary doesn't make sense at all. Dose that mean all OPSEU are underpaid drastically?

Hi OPS,
I have a question on my contract there is a line saying
"The OPSEU Collective Agreement requires permanent employees to complete an Employee Portfolio within their probationary period. Please complete the Portfolio within nine (9) months. The portfolio is available on Employee Form and Portfolio page of the InsideOPS website. Please forward your completed Employee Form to your Manager for inclusion in your corporate employee file."
I am not sure what that means and what should I do about it. Although upon doing some research I found the form and some information but a little confusing.
The only thing that applies or interesting to me would be the Targeted Direct Assignment. Some of the jobs I apply for and then look the posting after the closing date says "The Targeted Direct Assignment(TDA) review is in progress. The vacancies have been cleared and continue to be available for the Targeted Direct Assignment process." So I am assuming they are going for TDA.
Does that mean I have to fill this form out to be considered for these positions?
