[Help] RX 7600 XT 1440p YouTube Stream is either blurry in motion or lagging. Reached the limit?

Hey everyone, I’m losing my mind trying to get a clear 1440p60 stream on YouTube and need some advice on OBS settings.

​When I play high-motion shooters like Apex Legends and Battlefield 6, the stream gets heavily pixelated/blurry during fast camera movements. If I push the settings higher to fix the blur, the stream (or encoder) starts lagging.

​My Specs:

​CPU: Intel Core i5-12400F

​GPU: AMD Radeon RX 7600 XT (16GB)

​RAM: 32GB

​Monitor: Acer 1440p (200Hz+)

​Internet: 300 Mbps Upload

What I’ve tried so far:

AV1 Encoder: Tried AMD HW AV1 at 24,000 Kbps (CBR, Quality preset). It looks okay standing still, but blurs in motion. If I push the bitrate higher, the encoder lags and drops frames.

HEVC (H.265): Switched to AMD HW H.265. It runs smoother on my GPU than AV1 with zero lag at 24k bitrate, but the blur during fast movement is still there. If I push HEVC to 35k-40k Kbps to brute-force the clarity, the hardware encoder lag returns.

Other fixes applied: Running OBS as Admin, in-game FSR is completely OFF, game capture is not stretched, and "Rescale Output" is disabled in OBS. I also cap my in-game FPS to 120 so the GPU has breathing room.
