Package Stuck in US Customs from the EU

The background: I work in the shipping industry, handle international shipments daily outbound from the US and fully intend to pay the tariffs for my package. I'm not familiar on the FedEx side and am wondering if y'all can shed some light on my situation.

I ordered a nice 100% organic cotton sweatshirt from a Spanish company that produces it start to finish in Portugal. It arrived in Oakland port of entry on the 9th and customs promptly required more information on the composition of the apparel from the company. Easy enough, the company sent it over and I spoke with FedEx on Monday confirming they had received the documentation and forwarded it to customs.

My question for those knowledgeable on the international side: What is currently going on with US customs that is causing a clearance delay for an apparel item with all the documentation?
