Carry on luggage and back pack concern.
I have a friend that will be going from LAX to Maui in Hawaii, sometime in the middle of September of this year. They are wanting to ONLY do carry on and a back pack in order to not have to pay for checked bags/luggage. We are having the hardest time finding carry on luggage that stays strictly within the Alaska airline requirements of 22" x 14" x 9" . Apparently these measurements HAVE to include the wheels and handles now within the measurements.

but after reading a little more closely, without the wheels, it is almost an inch too big and with wheels included it is over an inch too big. This wasn't even including the expandable measurements that it can expand to.
Is there a link we can get for trustworthy luggage from good brands that ACTUALLY fit within the requirements of 22" x 14" x 9" INCLUDING WHEELS AND HANDLES?
We don't know whether or not to stick with fabric or go with hard shell luggage either.
ALSO. They want to bring a back pack as well, but we cannot find specific measurement requirements for what the backpack needs to be. Can anyone help with a link for their backpack requirements please? A link for a backpack recommendation would also be appreciated.
