Unemployment questions

Season ending in end of Sept as a seasonal. When should I put in unemployment and which state do I do it in? Is it the state that I worked for the season or the state that I live in since their different?

Is this normal or sizing is weird

Got nicks boots size 11 width F and my ball of my foot still kind of stretch over the boot. I’m curious if this is normal or is there any way the sole of the boot can go around that part of my foot. When I walk I can somewhat feel my foot slide outwards so I don’t know if this is normal or if I got the sizing wrong
