Will I still be able to easily reach a human being when I call customer service, or will the customer service system slowly devolve into Capital One hell now that cards are being merged into capital one?

Hi, I have a budget of $300 for a monitor. I was hoping to get something 4k, but I was told by a friend to stay clear of monitors that are 60 Hz. I am planning on using it for work and gaming.
