I’m level 18, and I only run into bots. I’m playing on valley, and I just never encounter real players. What am I doing wrong?

I actually haven’t played the game yet, but I’m going to buy it tomorrow. I have spent the time to watch vids of the gameplay, but one thing I noticed is that characters are REALLY aggresive compared to the comics and show. This is not me hating on it, in fact, I kinda like it better than the show and comics, but, I was just curious, why the change? Atom eve will literally say, and I quote, “I’m going to rip the implants out of your arms and make you choke on them” or something like that.
