Who ultimately decides when a carrier gets fired?
A carrier in my office was recently suspended for threatening violence against a couple of co-workers.
They've had multiple suspensions in the past and are a constant source of trouble. The PO clearly wants to get rid of them for good, but the union is obligated to try to save their job and get backpay (a paid vacation for being an asshole).
My question is: Who makes the final decision? Do they actually bring in a neutral arbitrator? What about appeals? How long does the process take?
