I have secured admission at TH Rosenheim in Bsc Applied Artificial Intelligence. But due to visa appointment condition at my home country i won't be able to reach there on time.How long do they allow late arrivals for this program?

Note:

They are saying to enroll first than they will guide further about late arrival.

Please guide.

I have received admission from 2 Universities

1-TH rosenheim Bs Artificial Intelligence (30-40 mins away from Munich)

2-TU Chemnitz Data science program

Now I am confused which path should i take. I like the program in Chemnitz more than the rosenheim one but Rosenheim has more job opportunities being near to Munich.

Is it possible for me to apply for direct PHD at a US university after completing my bachelors(in IT Field) at an Applied Sciences university in Germany?
