i was changing to a isf style grill and realised for the first time the intake duct has this white stuff in it, doesn’t seem to come off easily just from rubbing it, should i be worried?

and another question i have for people obviously smarter than me is about how the car would intake air since because of the wether sealing, air from the outside could only come in from the holes circled in pic 2, would there be any benefit of perhaps cutting the holes to increase the airflow to the intake from the grille?
