Act III Believer Dominant Faith Clarification

There are several effects that allow you to declare an ambition outside of playing the lead card (liaisons/lesser regent/galactic bards/tycoon's ambition/populist demands/etc).
My question is does Dominant Faith block declaring with these effects if you played a non-Faithful card?
The second rule seems written to imply you only follow it when playing a Faithful action card with intention to declare an ambition. The third rule has the confounding "this turn" phrase whilst still specifying the timing window as being when you play the card
