I think one aspect of Beto's 2018 campaign that made him produce the closest to a victory for democrats , was that he stepped on every county in Texas. That showed Texas voters that he "literally" meets you where you are. It is way more powerful to tell a voter "I saw the gas prices in X gas station, down Y street where you drive every day" than saying "gas prices are high across Texas".
