36M needs friends, I am into Pokemon Go/TCG, gaming, anime, up for a drink and game of pool when not working

How do I explain that she is being taken advantage of?

My friend 26F is from Madeira and she moved to the UK in 2020 with her friend 25M

He has treated her horribly in the past and keeps taking advantage of her and I am having a hard time getting through to her about it, here is a list of some of the worst things she has told/shown me he has done.

1. She got stuck back in Madeira for 3 months during covid and they had just got a kitten that came with fleas, she had bought all the stuff to help get rid of them, sprays, brushes etc and asked him to take care of it while she was stuck back home, he did nothing. When she got back, the kitten and flat was so flea infested that qehn you walked into the flat you would see dead bodies all over the place, she showed me videos of them jumping around everywhere, the cat was crawling in them and when she started brushing them off the cat the water was turning red. I have 4 cats, they got fleas once and I have never seen anything like it before
2. Stealing her food and drinks and putting empty containers away
3. Taking and selling her expensive Pokemon cards because "he thought they were his" on top of stealing multiple other things when he temporary moved put for 6 months.
4. Never paid the water bills and she found a 1400 bill for unpaid bills
5. Was disgustingly messy, the oven and kitchen area was left so disgusting, he was cooking food in the oven by just putting kitchen foil on top of all the old grease so the oven is now unusable because it is caked in old grease, fat and whatever else on top of mountains of dead flies behind his bookcases and storage stuff
6. They were meant to be splitting all the bills, he was asking her for 50 a month for the gas and electric meter, when he moved out, she realised she now only needs to pay about 40 a month which would last the whole month
7. He was asking for 100 a month for council tax (which was 126 for both so he lied about that amount) but then never paid the council tax, left it go to CCJs and have it taken out of his wages, this went on for 3 years and I found out a year ago and begged her to ring them up herself and sort it, she told me a few times he had already sorted it but he had not, and she finally got him to call them infront of her and they said it had never paid in years, they owed thousands, he had been gas lighting her into thinking the tax system is broken and they kept fucking up when it was just him ignoring all the letters and not paying

8 she has multiple expensive items that are just missing, she very very rarely had visitors because of the sate of the place so i doubt it could have been someone else

9. Was opening other people's mail, including credit card letters and letters that felt like they had some kind of credit card inside them

10. Had his Indefinite leave to remain after 5 years revoked he said it was because he has dual citizenship with Portugal and Venezula but I suspect it is the multiple CCJs from not paying tax

11. When he left he had 2 months of not working before moving back home and did absolutely zero cleaning or organising of his stuff so she was left with everything which we both have spent a long time sorting and trying to organise which has been draining and stressful for both of us

12. The Landlord saw how disgusting the place was and was trying to evict them because of the mess (he lied and said that was not the reason and refused to ever show or record interactions with the landlord)

13. He is very manipulative and in her own words "an habitual liar"
