Need help, first PC build is running into a lot of issues with booting an OS.
Hey y'all, I'm back with some more problems with my first PC. I got a new motherboard as my grandfather who is a computer scientist said my previous problems of the BIOS freezing and not booting an OS was likely due to a defective motherboard. The new motherboard isn't freezing in BIOS, but is having other issues. For example, I tried booting Windows PE which failed. I then updated the BIOS from 3611 to 3636 in the hopes that Windows PE would boot but to no avail. I've turned off CSM and set the Secure Boot to Windows UEFI. The USB drive I am using for the Windows PE boot is formatted properly and works on other devices, just not mine. My single stick of 16GB RAM also wouldn't work until I put it in slot A1 instead of B2, which my grandfather said could be due to either a warped motherboard on account of the CPU fan being to tight, or a dead connection to the B2 slot. However, the main thing I'm concerned with is that both the old and new motherboards of the same model, no operating systems will boot. My specs will be listed below, and I welcome any advice you may have.

Power Supply: ARESGAME AGV Series 650W, 80 Plus Bronze, Non Modular
Case: CORSAIR 3200D RS ARGB Mid-Tower
Monitor: 1080p Acer monitor from Costco (I'm not sure of the actual model but I doubt the monitor is very relevant)
