how do i obtain the 3 star gear cards for certain characters specifically like i want the night wings nunchucks one. do i just have to be lucky in gear locker drops?

i noticed this a few days ago, but my DOT bleeds were proccing my BN martian manhunter life drain. is this a bug? or glitch or something. however quite unique knowing this info
