In Dhurandhan-1 Sanyal proposes that India shud place a spy who can infiltrate Pak terror network and become asset.. his proposal is seen as radical and 1st of kind and even the minister says that it will take years to materialize.. meaning no such agent had been sent into Pak by India before and this shall be first of its kind of mission..

then in Dhurandhar-2 climax scene we are told Jameel bhai was Indian agent all this years long and he had penetrated far deeper then even Hamza..

so why did they show in Dhurandhar-1 that Hamza was first ever spy sent to infiltrate Pakistan network.. is it not Jameel bhai who is first OG dhurandhar and not Hamza
