Does anyone know if this this tree was healthy or dying?

I am a proud and happy Bayside resident, but I’ve had my share of frustration. I know I can’t remove a tree in front of my property, regardless of all the damage it is creating to my sidewalk, sewer pipes, vehicles, and gutters /roof shingles. But walking in the vicinity of Bourbon Street, I see this “freshly” cut stump. I don’t recall seeing a sick or dying tree. I see a bit of a cavity in the stump. And I see it’s just about at its limits with the stones and sidewalk. Is there a different criteria for commercial properties and city trees? Or was it on its way out?

Just saw that this miniseries has been returned to stream on Prime. Watching it on a much larger screen than the one I originally had, at the 14:44 this ship is shown buzzing around the Caprican sky while Laura Roslin is waiting to speak to her doctor. Is this an Easter egg, or nod to someone on the sfx team?
