what do you call something like this in webdesign?

looking for a term that describes this thing with the picture in the background that stays in place

all variations of the "women want me, fish fear me" hat

it's been available only in 2xl for both colors for a while now and i've been checking here and there, but now i'm wondering if it's getting new production at all, since it's one of the older merch items. does anyone know about that stuff?
