Need help — entire screen gets pixelated/ghosting ONLY during movement (NOT just browser)

I’m losing my mind and hoping someone has seen this before.
Symptoms:
- Static image looks completely normal
- The moment ANYTHING moves, it gets pixelated/ghosted/traily
- Happens when moving mouse
- Happens when scrolling
- Happens when dragging windows
- Happens on desktop/home screen too (NOT just browser)
- Happens across the entire screen during movement
This happens on BOTH monitors.
Both monitors show the exact same issue, so I do NOT think it’s the monitors themselves.
What I’ve already tried:
- Checked refresh rate
- Checked resolution
- Checked HDR
- Checked display scaling
- Restarted PC multiple times
- Tested both monitors individually
- Tested different cables
- Tested different GPU ports
- Rolled back NVIDIA driver
- Installed older NVIDIA driver
- Did clean NVIDIA install
- Restored NVIDIA settings defaults
- Tested G-SYNC settings
- Uninstalled/reinstalled Windows updates
- Ran MPO registry fix
- Did System Restore
- Ran Windows repair update/install
- Used DDU to fully wipe NVIDIA drivers
- Reinstalled drivers again
BIG clue:
We physically swapped my GPU with my boyfriend’s completely different GPU and the EXACT same issue still happened in my PC.
So this seems like it’s NOT:
- my GPU
- my monitors
- my cables
I have a video showing the issue if needed.
Any ideas would be massively appreciated because I’ve spent HOURS on this 😭
